Opponents Deliver Over 40 Comments, Announce Legal Challenge to Dominion’s Chesterfield Gas Plant


Chesterfield, VA - Dozens of residents opposing Dominion’s proposed gas plant in Chesterfield rallied today at the Chesterfield County Board of Supervisors meeting, delivering testimony and notice of a legal challenge filed with the county circuit court.

“We hope this evidence compels the Board to fulfill its responsibility to conduct a public hearing and vote on this massive project,” said Glen Besa, Board Chair of Friends of Chesterfield. “We’re prepared to take this as far as necessary to ensure the voices of those most impacted by this project are heard.”


The proposed plant, slated to be co-located with the existing Chesterfield Power Station, is being treated by Dominion and the county as falling under an existing permit issued in 2010 for the now-retired coal plant. 


“Dominion Energy should be required to seek a new Conditional Use Permit from the county in order to construct what is clearly a new project,” said Evan Johns, Senior Attorney with Appalachian Mountain Advocates. “The County’s zoning ordinance requires that these permits be tailored to a specific facility,  and the facts surrounding this plant were simply not part of the Board of Supervisors deliberations when the original permit was approved. This case is the next logical step in challenging the county’s unwillingness to apply its own ordinance.”


Dominion Energy’s proposal to build a 1000 megawatt methane-gas power plant in Chesterfield County near the Dutch Gap Conservation Area has been met with staunch opposition. County residents are concerned about the plant’s contribution to an expected doubling of energy bills by 2039: electricity from the plant is expected to cost 52% more than a proposed alternative portfolio.  In addition, nearby residents (84% of whom are people of color and 73% low-income) are at risk of negative health and environmental impacts associated with the project.
