Dominion’s Proposed Gas Plant Will Cost Customers $4.5 Billion

Chesterfield, VA — Friends of Chesterfield today called on the State Corporation Commission to reject Dominion Energy’s proposed gas-fired power plant in Chesterfield County. An analysis of Dominion’s March 3rd regulatory filing reveals that the total cost to ratepayers will reach at least $4.5 billion by 2064, a figure that does not include the increasing cost of fuel.

“This project would saddle Virginians with a multi-decade financial burden of $4.5 billion—money that could be better invested in cleaner, more affordable energy solutions,” said Glen Besa, Board Chair of Friends of Chesterfield. “This staggering figure exposes the true cost of Dominion’s proposal and confirms that families and businesses will face significantly higher electric bills for decades to come.”

Key findings from the filing include:

  • Long-term financial impact: The revenue requirement schedule shows that cumulative project costs will soar to $4.5 billion by 2064, not including the cost of fuel.

  • Unfair cost burden: Residential customers are projected to pay approximately 50% of the project’s costs while the customer class including data centers is expected to pay only 11%. Data centers are expected to be the largest driver of growing energy demand in the state.

  • Legal compliance: State law requires electric utilities to transition to 100% clean energy by 2045 but customers will be required to pay for this plant through at least 2064.

  • Environmental and public health threats: Beyond financial impacts, the proposed gas plant will lock Virginia into decades of toxic pollution.

“Dominion’s proposal is a short-sighted approach that compromises both our economic well-being and environment,” Besa added. “We cannot allow ratepayers to be tied to a project that, over its lifespan, will impose severe financial strain while endangering public and environmental health.”
